Open Evidence participates in the study on Research and Technology Organisations’ participation in the Framework Programmes

A consortium composed of Open Evidence and Ernst & Young, with Technopolis Group as a subcontractor, is conducting the study “An analysis of the role and impact of Research and Technology Organisations participation in the Framework Programmes”. The study is carried out on behalf of the European Commission (DG Research and Innovation) as part of the ex-post evaluation of FP7. The study analyses RTOs participation in the FP6 and FP7. It examines participation patterns by looking at the factors that can explain participation and at the concentration in some sectors and geographical areas. Furthermore, it assesses the impact of FPs on RTOs: how they affect their organisation, their competitiveness and their collaboration activities with other RTOs, universities or industry sectors.  Finally, it studies how RTOs influence the development of FPs and the European research policy.

The study combines qualitative and quantitative analysis. The main sources of information are the existing literature, CORDA dataset, interviews and case studies. The quantitative analysis will include social network analysis, bibliometrics, patent analysis and counterfactual analysis. The conclusions drawn from the analyses will be used to write policy recommendations aimed at improving the design and performance of the Framework Programmes.
